PSG at the 2026 European Economic Congress

Polska Spółka Gazownictwa actively participated in the 2026 European Economic Congress in Katowice – one of the most important events dedicated to the future of the energy sector in Poland and Europe. PSG’s presence included both participation in panel discussions and involvement in initiatives promoting the participation of Polish companies in major infrastructure projects.
During the congress, a ceremonial opening was held for the Agency for Industrial Development S.A.’s stand, ‘Local Content. For the Benefit of Poland’, dedicated to systemic solutions supporting the participation of domestic enterprises in projects carried out by companies with State Treasury shareholdings. The opening ceremony was attended by Wojciech Balczun, Minister of State Assets.

Polska Spółka Gazownictwa was represented by Szymon Paweł Moś, Chairman of the Management Board of PSG, who emphasised the importance of transparent cooperation with contractors and measures to strengthen the stability and predictability of investment processes.

“We communicate openly, provide modern financial tools, train and engage in dialogue to build this ratio and make it even higher – all in the interests of stability, reliability and predictability in the implementation of our investment process,” he said.

PSG representatives took part in two panel discussions, presenting the perspective of a gas infrastructure operator on key areas relating to the energy transition and system security.
One of the topics discussed during the congress was the role of local content in the implementation of strategic energy investments. The discussion covered, amongst other things, the participation of Polish companies in major projects, building the capabilities of the contractor market, and reconciling support mechanisms with free-market principles and applicable regulations.

Szymon Paweł Moś, Chairman of the Management Board of Polska Spółka Gazownictwa, presented PSG’s perspective:

– For us, local content is not just a slogan, but a genuine commitment stemming from the responsibility we bear as managers of state-owned companies. In the case of Polska Spółka Gazownictwa, the figures speak for themselves – over 93 per cent of contractors meet the local content criteria, and when it comes to the criterion of taxes paid in Poland, the figure is almost 100 per cent. For years, we have prioritised reliable, stable and – though often demanding, not least due to the nature of investments in our sector – open communication with contractors. There are over a thousand of them, and we are committed to ensuring they can build their capabilities and plan their long-term development. As part of the Orlen Group, we use modern tools, such as our procurement platform; we work with them, but above all we ensure that they do not become a barrier to entry. That is why we train our contractors and provide them with support. We meet with them regularly across Poland, involving regional managers and the company’s management board, because partnership-based relationships are crucial to us.

In response to the financial liquidity challenges brought to our attention, we have introduced reverse factoring – launched in partnership with a Polish bank – thereby shortening payment terms. Through a transparent and competitive process, we offer a genuine opportunity to companies that often started out as small, family-run businesses and are now medium-sized and large enterprises. This is precisely how we understand ‘local content’: by starting with the right mindset and operating philosophy, underpinned by a responsible approach to collaboration and the informed use of modern instruments and tools that are already available today within the framework of legislation, the state’s procurement policy and published guidelines.
The second key area of debate was the role of natural gas in the energy transition and within energy and heating systems. Discussions centred on the importance of gas as a bridging fuel, security of supply, diversification of sources, and the potential for the gradual introduction of biomethane and hydrogen.

Wojciech Kowalski, a Member of the PSG Management Board, took part in the discussion, presenting the company’s position in the context of system stability and long-term development directions:

– Polska Spółka Gazownictwa approaches its role from a business and strategic perspective. Our network is now largely prepared for increased gas transmission – we have over 200 commercial energy entities connected to the system and nearly 90 valid contracts, more than half of which we have signed over the last five years. Every year, we invest around 3 billion zlotys in infrastructure development, channelling these funds simultaneously towards decarbonisation and the energy transition – one that will enable us to gradually replace methane with greener gases, including biomethane. At the same time, we do not lose sight of the costs and our responsibility towards our customers – our aim is to manage our investments in such a way that the burden on the public is kept to a minimum.

We manage a network comprising over 215,000 kilometres of gas pipelines and 11,000 stations, serving over 7 million customers across Poland, and this is what truly defines energy security – both in systemic and environmental terms. That is why we are expanding and modernising the system in a well-thought-out manner, drawing on EU funding as well – we are currently implementing 19 projects financed under the FEnIKS programme – so that the whole system is sensible, safe and environmentally aligned with the direction in which the market is heading.
