Restriction Plan
Acting pursuant to Article 58 of the Act of February 16, 2007 on Stocks of Crude Oil, Petroleum Products, and Natural Gas and the Rules of Conduct in Situations of a Threat to the State’s Fuel Security and Disruptions on the Crude Oil Market (Journal of Laws No. of 2021, item 2249, as amended), Polska Spółka Gazownictwa sp. z o.o. presents the “Plan for the Introduction of Restrictions in Natural Gas Consumption 1/2023”, which was approved by the President of the Energy Regulatory Office. The plan is in force from November 9, 2023 until the approval of an update to this Plan by the President of the ERO.
Pursuant to Paragraph 8 Item 1 of the Regulation of the Council of Ministers of February 17, 2021 on the Manner and Procedure for Introducing Restrictions on Natural Gas Consumption (Journal of Laws of 2021, item 549), only the first part of the Restriction Plan is made public.

NOTEOn April 10, 2021, a new Regulation of the Council of Ministers of February 17, 2021 on the method and procedure for introducing restrictions in natural gas consumption entered into force (Journal of Laws of 2021, item 549). The previous Regulation of the Council of Ministers of September 19, 2007 on the manner and procedure for introducing restrictions on natural gas consumption (Journal of Laws of 2007, No. 178, item 1252) becomes invalid.
This change significantly affects the obligations of individual gas market participants and changes the rules for drawing up the Restriction Plan by Polska Spółka Gazownictwa sp. z o.o. The form for providing information on the 10th power of supply, i.e. the minimum hourly and daily amount of natural gas consumed by a recipient at a given output point from the gas system, which does not endanger the safety of people or damage or destroy technical facilities, can be found in the "Downloads" section. Polska Spółka Gazownictwa sp. z o.o. has prepared explanations and instructions for filling in the above mentioned attachment, which can also be found in the "Downloads" section.

We remind you of the obligation to report, by July 31 of each year, information on the minimum quantity of natural gas (in kWh/h and in kWh/day), the natural gas consumption of which does not endanger the safety of people or damage or destroy technical facilities and corresponds to the maximum permitted consumption of natural gas in the 10th power of supply, pursuant to Article 58 Item 5 of the Act on Stocks (...).
