About the Measurement and Testing laboratory

1992

As part of the restructuring of the Polish Oil and Gas Company, the Management Board decided to establish a central gas metering service, with the aim of organising a coherent metering system in the face of market changes in the company’s environment as well as growing domestic and international competition.
 
1993 - 1994

By order of the Director of the Mazovia Gas Company, the Measurement Department was established in the Gas Technology Division on 24.02.1993. The tasks of the Measurement Department included building the Measurement and Testing Laboratory, equipping it and undertaking tests, calibrations, and checks for the Polish Oil and Gas Company. 
 
1995
 
The Polish Oil and Gas Company approved the organisational structure and scope of the Laboratory’s activities as PGNiG’s Central Measurement and Testing Laboratory by letter ZG/159/95 on 01.08.1995. That same year, the reconstruction of the former water softening plant building at ul. Kasprzaka 25 in Warsaw for laboratory purposes was completed and a modern measurement station manufactured by Elster GmbH-Germany was put into operation for the purpose of calibration and validation of turbine gas meters with a measuring range of 0.15 m3/h to 6500 m3/h.
 
1996 - 1998

From 1996 to 1998, the following were launched consecutively:
  • Dresser Measurement USA station for calibration of rotary gas meters with a measurement range from 1.31 m3/h to 280 m3/h
  • two stations with a control bell tank for the calibration of diaphragm, turbine, and rotary gas meters with a range from 0.016 m3/h to 160 m3/h
First measurement stations for calibration of electronic conversion devices, pressure and differential pressure transducers, temperature and geometric measurements, as well as the first calibration station for physicochemical analysis were put into operation.
 
1999

The Management Board of PGNiG S.A., appreciating the capabilities of the Central Measurement and Testing Laboratory in the process of monitoring complex metering systems and in obtaining economic effects for the operative management of this unit, by Resolution 168/99 of 28.12.1999 separated the CMTL from the structures of the Mazovia Gas Company subordinating it directly to the Director of the Gas System Operation Division at the Main Branch. The Central Measurement and Testing Laboratory, as the only organisational unit of PGNiG S.A., by decision of the President of the Central Office of Measures, received Accreditation Certificate No. A/17/1/99 confirming compliance with the requirements of the EN 45001 standard and the ISO/IEC Guide 25, and was assigned number 17 as a measurement laboratory.
 
2000 - 2001

On the basis of an audit conducted by the Polish Centre for Testing and Certification, by decision of the Director for Accreditation, CMTL – being an organisational unit of PGNiG S.A. – received Accreditation Certificate No. L 278/1/2000, confirming compliance with the requirements of the EN 45001 standard and the ISO/IEC Guide 25, and was assigned number 278 as a testing laboratory. At the same time, the CMTL conducts inspections of measuring instruments at measuring stations including border and transit stations, as well as at the measuring stations of the stationary laboratory.
 
2002

In March 2002, on the basis of an audit conducted by the Polish Centre for Accreditation, PGNiG’s Central Measurement and Testing Laboratory was granted a Certificate of Accreditation for compliance with EN ISO/IEC 17025: 2001, thus confirming its competence in the field of gas measurement and achieving in this respect the goals that are included in PGNiG S.A.’s mission.

2003

In the first quarter of that year, following the modernisation of part of the building at ul. Kasprzaka 25 in Warsaw, the existing physical and chemical analysis laboratory allowing calibration of process chromatographs, moisture meters, methane meters, and other measuring instruments for natural gas analysis was moved to that building.

2004

A branch of the Central Measurement and Testing Laboratory was established and began operations on 1 July 2004.
 
2020

The Research, Development and Innovative Technology Office (RD&T) was established. RD&T’s goal is to carry out activities including scientific research and development work, undertaken in a systematic manner to increase the Company’s resources and knowledge in areas of its potential activity, to actively seek development directions based on the results of R&D work, and to use existing resources to create new applications. Research and development activities carried out by RD&T, defined as scientific research and development, do not include routine and periodic activities.
 
2022

The year 2022 marks the next stage in the history of our Laboratory, which has been continuously conducting its measurement and research activities since 1992. On 2 November 2022, PGNiG SA became part of the ORLEN Group – the largest energy and fuel company in Central Europe. As a result of the merger with ORLEN S.A., it assumed all the rights and obligations of PGNiG SA. Main Branch of Polish Oil and Gas Company in Warsaw as well as its branches and companies became part of ORLEN S.A. Thus, as of the merger date, the former PGNiG Central Measurement and Testing Laboratory Branch operates under a new name: ORLEN Spółka Akcyjna – Measurement and Testing Laboratory Branch of PGNiG in Warsaw with its headquarters at ul. M. Kasprzaka 25.

Maintaining our accreditation from the Polish Accreditation Centre confirming MTL’s competence as a calibration, testing, and product certification laboratory, we continue our 30-year history with experience in providing measurement, quantity, and quality services for natural gas. And through active standardisation activities at the company, industry, and national levels, as well as participation in the work of the Technical Committees of the Polish Committee for Standardization, we co-create Polish standards in the gas industry.

2024

Completion of the modernisation of the premises of the Physicochemical Measurement Laboratory, enabling the launch of activities in the field of analysis of alternative fuels and research and testing of process equipment for measuring their quality.
